Project Description/History. The 2011 Microsurfacing Program was awarded to Vance Brothers, Inc. on February 22, 2011. This microsurfacing project included a number of City streets in north Lawrence south of the railroad and also neighborhood streets bordered by Kasold Dr to Wakarusa Dr and Bob Billings Pkwy to Clinton Pkwy. Clinton Parkway from Wakarusa Dr to Lake Pointe Dr and Trail Rd from Kasold Dr to Monterey Way were also included as highly traveled locations that received patching and microsurfacing as an expansion to the usage of programmed surface seal treatments. Streets that received microsurfacing are determined to be in generally good condition.
The program patching and microsurfacing is near final completion along with the upcoming installation of a few more speed humps. The staff took an aggressive approach to address a significant amount of the existing pavement distresses to ensure the structural integrity of streets prior to the surface seal application. The additional patching portion of this project approximately doubled original plan estimates. The aggressive approach has expanded our use of microsurfacing on this project and has increased our overall positive impact to more City streets allowing the City to delay and reduce the use of a more expensive milling and overlay.
Project Funding. The current contract amount is $906,980.57. This project saw an overall increase of and not to exceed $340,000 over the awarded contract amount based on the increased patching quantities and the applied asphalt indexing as a result of increased costs in asphalt oil.
The total proposed encumbrance is $1,246,980.57. The change order amount impacts the total contract amount but does not result in exceeding previously approved budget allocations.
Action Request. Approve Change Order No. 1 to Vance Brothers, Inc. in the amount of $340,000.
