Please include the following item on the City Commission Agenda for consideration at the August 9, 2011 meeting:

Authorize Staff to advertise a Request for Proposals RFP R1107 for Engineering Services for Project UT1102KA Kaw Water Treatment Plant Raw Water Intake.

Project Description 

The project will provide for an evaluation of raw water intake and pumping strategies for the Kaw WTP resulting in a recommendation and construction documents for an additional raw water intake facility. The project will also include an assessment of the existing facilities and recommendations for modifications to mitigate current sand and future zebra mussel impacts. See the attached map for location reference.  Analysis will include appropriateness of intake location(s), possible raw water supply locations, possible river dredging options, and other appropriate options.

 

The attached memo from the August 2, 2011 City Manager’s Report outlines the operational issues with the current surface water intake and the emergency steps being carried out to bring it back to full capacity. At this time the plant continues to operate at a limited capacity using the temporary pumping equipment. The work related to clean out of Low Service Pump Station 2 and the inspection of the traveling debris screen have been completed. Repairs to the traveling debris screen are pending the delivery of a gearbox Friday August 5, 2011. As of Thursday August 4, 2011 Staff are working on the cleanout of the crib intake and an inspection of the structure by divers is scheduled for mid August.

 

Project Status

In 2007 Burns & McDonnell completed a study of the Kaw Water Treatment Plant raw water supply and low service pumping facilities. The recommended capacity improvements to replace the raw water pumps at Low Service Pump Station 2 were completed in April 2008. The report provided an evaluation of raw water intake options and budgetary project costs. This information, along with information from the pending Water Master Plan, will serve as the basis for the current project.

 

Project Funding: The project is included in the Department of Utilities proposed 2012 Rate Plan and Capital Improvement Program.

Action Request: Authorize Staff to advertise a Request for Proposals RFP R1107 for Engineering Services for Project UT1102KA Kaw Water Treatment Plant Raw Water Intake.
