Project Description. This curb and gutter and milling and overlay project includes City residential and arterial streets. The street curb and gutter and mill and overlay sections to be worked on are determined to be in generally fair to poor condition and have deteriorated beyond the point at which cost-effective preventative maintenance techniques can be performed. An effective curb and gutter and milling and overlay program will reestablish desired drainage, structural, and ridability characteristics to a street and reduces other long-term maintenance and rehabilitation costs.
Project History. The City’s annual pavement maintenance program was reviewed and approved by the City Commission on December 14, 2010. Of the various program projects, the 2011 Microsurfacing Program was awarded on February 22, 2011, the 2011 Overlay Program Phase 1 was awarded on March 15, 2011, the 2011 Downtown Misc. Concrete Repairs was awarded on May 10, 2011, the 6th St -Folks Rd to Monterey Way Geometric Improvements Project was awarded on May 10, 2011, and the 2011 CIP Reconstruction of Bob Billings Pkwy (westbound) from Kasold Dr to Crestline Dr was awarded on June 7, 2011. The KLINK Overlay of 6th St from Massachusetts St to Iowa St is anticipated for award on June 14, 2011 and the 2011 Crack Seal Program is currently being performed by the City.
Project Details. The project includes the removal and replacement of curb and gutter sections, concrete intersection apron/valley gutter improvements, milling of existing pavement, patching of deteriorated areas, and the placement of an asphalt overlay to restore structural capacity, skid resistance, proper drainage, and ride quality to the existing City streets.
Project Funding. The pavement maintenance program is funded from several sources including the general fund, gas tax funds, sales tax and sales tax reserve, and capital improvement reserve accounts. Funding for the program was approved in August, 2010 and adopted in the 2011 City Budget. This project was included in the 2011 Pavement Maintenance Program for overlay to be paid from the general fund and sales tax reserve. The contract includes an asphalt index which may require change order(s) based on the increases/decreases in asphalt oil pricing.

Action Request. Award bid for Project No. PW1105 – 2011 Overlay Program Phase 2 to R.D. Johnson Excavating Co., Inc. in the amount of $1,305,689.37, provided the contractor can meet the terms established in the contract documents.
