Background
The “KLINK” (stands for Kansas Connecting Links) resurfacing program of the Kansas Department of Transportation is intended to assist the local governments with the maintenance and upkeep of the City Connecting Links of the State Highway System (6th Street/US 40, Iowa/US 59, North 2nd/ US 40/US 59, and 23rd Street/K-10) in Lawrence. While the City can expand the scope of a KLINK funded project to include geometric or other major improvements (e.g. widening to provide turn lanes, curb repair, sidewalks, bike paths/lanes, traffic signal improvements etc.), the state funds are to be used only for maintenance of the roadway consisting of various surface treatment measures (e.g. mill and overlay, patching, joint repairs etc.). Under the KLINK program, the city had received $200,000 per year over the past 5 years.
KDOT contributes 50% of all “eligible” cost of construction and construction inspection services, up to a maximum amount of $200,000.00. Costs related to maintenance or surface treatment measures (such as mill and overlay, patching, joint repair etc.) are considered eligible. The city is responsible for the balance of all eligible costs plus 100% of all non-eligible costs, i.e. costs of geometric improvements or other major improvements of the roadway.
The city is also responsible for 100% of the cost of engineering design services; typically, city staff provides the engineering design services and prepares the construction plans and specification. Construction inspection is also provided by city staff. Following is a brief history of recent KLINK projects in Lawrence.

Project Details
The proposed KLINK project (West 6th Street, from Iowa to Monterey) would consist of mill and overlay, concrete joint repair, replacement of storm water inlets, curb repair, removal and replacement, and full depth patching where needed.
This section of West 6th Street was milled and overlaid in 2004 under the KLINK program. Pavement Condition Index (PCI) along this stretch of 6th Street was rated at 56 in 2009; pavement condition has further deteriorated since then, and has been requiring more frequent maintenance work by the city crew. Resurfacing the existing pavement would greatly improve traffic flow and safety along this important corridor with more than 26,000 vehicles per day.
We have discussed this project with engineers at KDOT. Based on current pavement condition, past work/maintenance history and traffic volume, West 6th Street from Iowa to Monterey is considered to be the most eligible and a high priority location (of the city connecting links in Lawrence) for our next KLINK project. Staff strongly recommends submitting the FY 2013 KLINK funding application for this project.

Project Design and Construction Specifications will be prepared by city engineering staff and the cost for this work is not included in the project cost estimate shown above. Cost of construction inspection services (to be provided by city staff as well) has been included in the total project cost estimate.
City funds for this project would likely come from General Obligation (GO) Bonds.
Project Status / Schedule
If approved for KLINK funding, construction of this project will be completed in summer (late May through early August) of 2012.
Action Requested
If appropriate, authorize staff to submit application for KLINK funding (fiscal year – 2013) for West 6th Street (Iowa to Monterey) resurfacing project.
