On May 24, 2011 the City of Lawrence opened proposals for the following:

Project Description
The project scope is to reconstruct Bob Billings Parkway from Kasold Drive to Crestline Drive, westbound lanes only. The existing curb and gutter, storm sewer and sidewalk will remain. Construction will include full depth removal of existing pavement, installation of a drainable base with underdrain system and 12” asphalt pavement. Also included in the project is reconstruction of the entire intersection of Bob Billings & Crestline and installation of a video detection system.
Traffic will be maintained with one lane eastbound and westbound throughout project, and access will be maintained to all adjacent properties. Construction is anticipated to take 8 weeks and conclude by August 12, 2011.
Project Funding
Engineering design and preparation of plans and construction documents were performed in-house by city staff. The project will be funded with General Obligation Bonds from Resolution No. 6891.
Asphalt Price Increase
Bid prices for asphalt material are based on the “KDOT Computed Monthly Asphalt Material Index” in effect for the month proceeding the month the project is bid. This project was bid using the April 2011 Index of 471 Dollar/Ton. The May Index is 554 Dollar/Ton with June and July Indexes expected to level off. Asphalt oil adjustments will increase the bid price about $5.00/Ton, resulting in a project increase of about $29,500. In anticipation of the increase, staff recommends adding $30,000 to the low bid amount.
Action Request: Approve bid from King’s Construction for Project PW1020, Bob Billings Parkway – Kasold Drive to Crestline Drive (Westbound Lanes) in the amount of $667,310.90 provided the contractor can meet the terms established in the contract documents.
