Lawrence Cultural Arts Commission Budget Request 2012

 

2012 Programs:

 

The LCAC sees a continuation of its core current programming for 2012.  Absent additional resources, expansions of existing programs or new efforts will not be possible.  Examples of activities that would be desirable to expand, yet not possible without increased resources are:

 

a.  Outdoor Downtown Sculpture Exhibition:  It would be desirable to expand the  Outdoor Downtown Sculpture Exhibition by adding new permanent exhibition pads, enhance the program’s effectiveness with updated procedures/call for entry to better respond to the types of work that is being submitted and produced, and publicize the ODSE’s inclusion in the travel guide “1,000 Places to See Before You Die”. $11,000 is recommended for this program during 2012. 

 

 

b.  Phoenix Awards:  It would be desirable to increase the honorarium for the artist selected to produce the Phoenix Awards.  However, this will not be possible at this time without impacting current programs.  $3,000 is recommended for this program during 2012. 

 

 

c. Community Arts Grants: In 2009 the Lawrence Cultural Arts Commission presented $7,260 in funded grants to ten applicants. In 2010 and 2011, $7,000 was provided for community arts grants.  All the applications received were worthy; the funded projects represent an admirable range and diversity of projects and organizations in Lawrence. While we believe that the demand for additional grant resources is present, it is not possible to expand the existing arts grant program without additional resources. 

 

New Arts Coordinator:

 

The LCAC is proposing the addition of 1 FTE as an Arts Coordinator. This would be a position with the City of Lawrence that performs managerial work providing direction and guidance in setting and achieving goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and establishing and monitoring budgets related to the Arts in Lawrence. May plan, assign, and supervise the work of others. Works under limited supervision with latitude for the use of initiative and independent judgment. This position would be responsible for encouraging collaboration within the Lawrence arts community to sustain and enhance existing arts-related programs and develop new initiatives to promote Lawrence as a City of the Arts. In order to facilitate this, the individual would liaise on behalf of the City with arts organizations, including the Lawrence Cultural Arts Commission. In cases where it is appropriate for continuity, this individual will be responsible for coordinating, managing, and producing events and programs designed to promote awareness of and appreciation for the arts and artists in Lawrence, Kansas. This individual would be responsible for developing revenue streams through grant applications and fund-raising to carry out these activities, including raising funds to defray the costs of the salary for this position and any necessary additional arts-related staff. A key task would be developing and implementing effective outcome measures for existing and new programs, their impact on perceptions of Lawrence as a City of the Arts, their impact on numbers of visitors to Lawrence, and their impact on sales (tax dollars generated) in general and on arts sales in particular. These statistics would be gathered as a matter of course for all arts-related events in collaboration with the sponsoring organizations and by interfacing with commercial and retail organizations and businesses, such as (but not limited to) the Lawrence Chamber of Commerce, Downtown Lawrence, Inc., and The Lawrence Travel and Convention Bureau.

 

Required qualifications would include:

1.      Bachelor’s degree in area of expertise or closely related area required. Four years of experience in planning, developing, or implementing programs. Additional education may substitute for required experience on a year-for-year basis.

2.      Evidence of exceptional organizational, time management, and project management skills; including the ability to work and make decisions independently, accomplish complex tasks in a detail-oriented and efficient manner, meet deadlines, and work effectively towards a common goal with teams comprised of diverse people.

3.      Excellent oral, written, and interpersonal communication skills, including the ability to write, proofread, and edit for grammar, spelling, syntax, and style, and detect discrepancies in information or records, to work collaboratively with team members of various skill levels and backgrounds, and to make public presentations to audiences of various sizes.

4.      Technical acumen backed by extensive computer experience specifically in desktop publishing, word processing, database, presentation, and spreadsheet software; experience with website design/development a plus.

5.      Training and experience in developing evaluation tools to measure and track program outcomes.

6.      Analytical skills sufficient to understand and evaluate comprehensive and technical material and comprehend the flow of logic to be derived from quantitative data related to program impact evaluation.

7.      Grant Development or fund-raising experience.

 

Preferred qualifications would include:

1.      Experience with advertising or public relations, including developing event sponsorship.

2.      Experience working with both retail/business and arts-related partners.

3.      A background in public policy combined with an interest in or background in some aspect of the arts.
