Social Service Funding Process for 2012 |
Each year, the City Commission allocates almost one million dollars through the annual budget process to social service agencies in our community. A summary of the process for funding these agencies can be found below.
2012 Process
In March, applications for 2012 city funding were made available on the City’s webpage. Notification was sent to all agencies that were allocated funding as part of the 2011 budget process . The due date for applications was April 29.
The applications will be reviewed by the Social Service Funding Advisory Board who will provide recommendations for funding allocations to the City Commission in mid May. The City Manager will also include recommendations for funding for these agencies as part of his recommended 2012 Operating and Capital Improvement Budget.
The Commission will ultimately decide the allocation for these agencies when the 2012 Budget is adopted in August.
Funding for Social Service Agencies
There are two different types of city funding available – General Operating Funds and Special Alcohol Funds.
There are no restrictions on the use of the City’s General Operating Funds. Special Alcohol Funds are governed by City Charter Ordinance 33. Under this ordinance, these funds, which are proceeds from the State Alcoholic Liquor tax, must be expended on programs, services, equipment, personnel, and capital expenditures related to drug and alcohol abuse prevention, intervention, treatment, law enforcement, or education.
2012 Requests
A table showing the agencies, as well as their 2012 requests and their 2011 budget allocation, is shown below. There were two agencies that were not allocated funding in 2011 that applied for funding – Douglas County Special Olympics and Hearthstone. One agency – Big Brothers Big Sisters, who is receiving Special Alcohol Funds in 2011, applied for both types of funding for 2012.
Most of the agencies that applied for General Operating Funds requested the same amount as their 2011 allocation. Several agencies that applied for Special Alcohol Funds requested increases for 2012.
