Minutes
Meeting was brought to order at 6:12 pm.
Minutes from the January 5th, 2011 meeting had been provided to all members. Beebe made a motion to accept the minutes, King seconded the motion; the motion passed unanimously.

Unfinished Business
Beebe made a motion for Myers to serve as chairman for the 2011 calendar year; the motion was seconded by Lisher.
Beebe called for a motion for co-chairman for the 2011 calendar year.
Lisher made a motion for Cox to serve as co-chairman for the 2011 calendar year; the motion was seconded by Beebe.
The motion for chairman and co-chairman received no discussion; the motion passed unanimously.
The Board members present thanked Beebe for his Chairmanship this past year and felt confident in their choices for 2011.
New Business
Staff presented a new document to the Membership to show some changes to the by-law document he had provided previously. He furthered by adding he had received some information that the intent of the phrase “work not regulated by the NEC”® was added to not allow additional contractors or electricians on the board. It was never intended to limit other professionals from serving.
Lisher asked in Westar had shown any interest in having an employee on the board.
Staff contacted our local manager but didn’t receive any response to the inquiry. Staff added that if we end up with a full slate of members we can always contact Westar when an opening comes up, might just be the timing.
Staff added that a few have expressed an interest in serving as well as another citizen that may stop by tonight’s meeting.
Beebe brought up the term journeyman being used, when the City has licensed masters, journeyman and residential electricians. Beebe is of the opinion that all electrical license holders that meet the conditions should be allowed to serve. He thought it might be best to clear up any conflicts that could arise at another time.
King questioned the term “tradesman”, would that be inclusive of utility employees?
Beebe thought you would have to be involved in the business to be a tradesmen and a utility lineman would meet that criteria, although they follow another code book.
King wondered where the utility folks would fit in if someone was able to serve. He thought clearly identifying the applicants would be best.
Staff believes the City Commission will be looking for wording that points to someone with a stake in the local community, whether through business interest, residency or employment.
Lisher stated one of the previous candidates lost out due to his residency but worked in the community. He thought his knowledge would have been valuable. He felt having some variance in this requirement would open things up for more ideas.
Staff thought he should be contacted once this amendment change is passed and check to see if he is still interested in serving. We went from having no one interested to compiling a waiting list. It’s up to the Mayor on the picking; all we can do is provide qualified and willing people.
The Board continued to discuss the terms associated with the by-laws. The term tradesman may not be best suited to this application. The Board continued work on the layout and had questions about retired contractors or electricians potentially wanting to serve. They also discussed the use of employment or place of work. The Board looked at the other Boards’ terms and layout for guidance. It was discussed that we might define tradesman. The mechanical board didn’t really have any requirement to even be licensed. The plumbing board uses the term “plumber” liberally.
King suggested that we just re-list the types of electrical personnel, basically if you are any one of these you can’t be considered for a public opening.
Beebe thought the place of business or employment one may be too restrictive for what we are trying to achieve. If the persons work has an impact on the community that should be important.
Lisher thought it best to scratch tradesman and utilize those terms we have changed, similar to what King had suggested.
Staff read the contents of the motion out loud to make sure it contained the intent of the Board.
The
members of the Electrical Board shall consist of two (2) currently licensed
electrical contractors, two (2) currently licensed master,journey
journeyman, or
residential electricians, one (1) member of the Lawrence Fire Prevention
Division, and two (2) Lawrence citizens at
large not employed in work regulated by the National Electrical Code members of the public that work or reside within the City of
Lawrence and have an interest in serving. These two (2) members shall not be
electrical contractors, master, journeyman or residential electricians. The
members of the Board shall serve for three (3) years unless resigned or removed
under guidelines and by-laws it may adopt. The initial appointment, however,
shall be staggered so that no more than two (2) members’ terms expire in the
same year and the retiring members shall not be either contractors or both
journey electricians.
Lisher made a motion to approved the version read aloud, seconded by King; the motion passed unanimously.
King inquired where to purchase a 2008 NEC. King thought that the former inspector would have received it and he hasn’t located it yet.
Staff said to let him know and he’ll forward the request to his manager to get him one.
Staff made the group aware of an upcoming CEU opportunity in Lawrence.
Adjournment
Lisher made a motion to adjourn, seconded by Beebe; motion passed unanimously and the meeting was adjourned at 7:01 pm.
