Project Description.  This concrete rehabilitation project includes intermittent curb repair and replacement, some adjacent concrete sidewalk impacted by curb replacement including access ramps, and various concrete street pavement removal and replacement.  The street curb and gutter and concrete pavement sections to be worked on are in poor condition with extensive concrete deterioration.  The project area limits extend from 6th St to North Park St and Vermont St to New Hampshire St (Area 1 on attached map).  However, the block of Vermont St from 7th to 8th will be excluded due to future impacts/development of the library project.  An alternate location (Area 2 on attached map), which includes various concrete repairs proposed around the Community Center, was also bid as part of this project and planned for inclusion with the award of contract.  Work on this project is anticipated for the months of June, July, and up to mid August.  City staff and the contractor will be coordinating the work with the downtown businesses, events, and residents.

 

Project History.  The City’s annual pavement maintenance program was reviewed and approved by the City Commission on December 14, 2010.  Of the various program projects, the 2011 Microsurfacing Program was awarded on February 22, 2011, the 2011 Overlay Program Phase 1 was awarded on March 15, 2011, the Folks Rd to Monterey Way Geometric Improvements Project is anticipated for award on May 10, 2011.  The 2011 Crack Seal Program (to be performed by City internal crews), 2011 Overlay Program Phase 2 (including Kasold Dr Sales Tax), the KLINK Overlay work on 6th St from Massachusetts St to Iowa St, and the 2011 CIP Reconstruction of Bob Billings Pkwy (westbound) from Crestline Dr to Kasold Dr are also planned for this construction season as presented at the December 14, 2010 City Commission Meeting.

 

Project Details.  The bulk of the project includes the removal and replacement of curb and gutter sections and concrete full depth pavement patch repairs to restore structural capacity and proper drainage in the downtown area streets and on-street parking locations.

 

Project Funding.  The pavement maintenance program is funded from several sources including the general fund, gas tax funds, sales tax and sales tax reserve, and capital improvement reserve accounts.  Funding for the program was approved in August, 2010 and adopted in the 2011 City Budget.  This project was added to the 2011 Pavement Maintenance Program to be paid from bonded debt upon approval of Resolution No. 6923.

Action Request 

  1.  Award bid for Project No. PW1109, 2011 Downtown, Miscellaneous Concrete Repairs to R.D. Johnson Excavating Co., Inc. in the amount of $150,655.70 (total includes both Area 1 & Alternate Area 2), provided the contractor can meet the terms established in the contract documents. 
  2. Approve Resolution No. 6923 authorizing the issuance of General Obligation Bonds for main traffic way improvements.
