Architectural Review Committee Meeting on Dillon’s

 

 

The Architectural Review Committee (ARC) met on April 21, 2011 to review the proposed changes to the new Dillon’s store to be located at 1740 Massachusetts Street. Following are the recommendations from the ARC:

1.   The southeast corner elements are accepted and approved.

2.   The loss of the windows on the west elevation creates an extended area with no pedestrian interest/activity.

3.   To minimize the loss of the originally proposed windows on the west façade, and to create an active façade on the west that faces Massachusetts Street, the ARC recommends an alteration to the proposed Option B to include murals.

·     The change in building form on the southwest corner provides a better opportunity for the placement of murals. 

·     Public Art Murals should be placed in the 2 southern-most panels (moment frames) on the west elevation (see attached drawing).

·     Public Art Murals should be placed in the 2 western-most panels (moment frames) of the south elevation.

·     Public Art Murals should be commissioned by Dillon’s with final design and content approved by the Lawrence Arts Commission.

·     Public Art Murals cannot be used as advertisements.

·     A note on the face of the site plan will address maintenance of the murals.

·     The 3 panels (moment frames) between the outdoor dining area and the murals should be, from north to south, bicycle parking as shown in the first frame, followed by planters as shown on the renderings in the second and third frames.

 

Staff recommends that the site plan conditions be revised to incorporate item no. 3 above.  The condition shall read as follows:

 

1.   To minimize the loss of the originally proposed windows on the west façade, and to create an active façade on the west that faces Massachusetts Street and for visual interests for vehicular travelers traveling north on Massachusetts Street, the elevation drawings shall be revised as follows.

a.    Public Art Murals shall be placed, at the applicant’s expense, in the 2 southern-most panels (moment frames) on the west elevation.

b.    Public Art Murals shall be placed, at the applicant’s expense, in the 2 western-most panels (moment frames) of the south elevation.

c.    Public Art Murals shall be commissioned by the applicant with final design and content approved by the Lawrence Arts Commission.

d.    Public Art Murals shall not be used for purposes of advertisements.

e.    The site plan shall include the following note: “The property owner shall maintain the Public Art Murals at their cost and to a high standard.”

f.     The 3 panels (moment frames) on the west elevation between the outdoor dining area and the Public Art Murals should be, from north to south, bicycle parking in the first frame, followed by landscape planters in the second and third frames.
