Project Description. LED lighting will be installed in downtown Lawrence replacing mercury vapor and high pressure sodium lighting. The City of Lawrence could realize a savings of 40 to 50 percent on energy usage.
Project History In 2009 the City of Lawrence applied for and was awarded $858,600 through the Energy Efficiency and Conservation Block Grant program (EECBG). The EECBG is funded through the American Recovery and Reinvestment Act of 2009 (ARRA) and is designed primarily to assist local and regional governments in promoting more efficient use of energy and conservation measures. $172,180.00 is available for Downtown lighting replacement.
Project Details. This project will replace 115 light fixtures: 37 in the 1000 blk, 39 in 900 blk, and 39 in the 800 blk of Massachusetts. Metering will be installed on the lighting circuits to allow monitoring of energy consumption and will be reported to the Department of Energy as part of the EECBG grant requirements. Energy usages will be monitored quarterly to comply with the grant. Replacing complete circuits will assure accurate energy reporting. For additional cost savings Public Works staff will be installing the fixtures. Installation will be completed by fall of 2011.
The City did an extensive product comparison in 2010. Different fixtures were evaluated and actual trial installations were used to determine a specific LED light to be used by the City of Lawrence. This was based on product reviews, serviceability, warranty, and product adaptability. Since then the Hadco fixture has been used in several developments and is currently used to replace failed downtown lighting.

Action Request. Approve bid from Stanion Wholesale Electric for the LED Downtown Lighting, Project No. PW1107, in the amount of $148,895.00, provided the contractor can meet the terms established in the contract documents. Approve purchase of 15 additional units at the bid price of $1,488.95 each ($22,334.25) for a total bid award of $171,229.25, to maximize total grant amount available. Delivery is approximately 6 weeks after the order is approved.
