Project Description. The microsurfacing project includes a number of City streets in north Lawrence south of the railroad and also neighborhood streets bordered by Kasold Dr to Wakarusa Dr and Bob Billings Pkwy to Clinton Pkwy. Clinton Parkway from Wakarusa Dr to Lake Pointe Dr and Trail Rd from Kasold Dr to Monterey Way are also included as highly traveled locations to receive patching and microsurfacing as an expansion to the usage of programmed surface seal treatments. Streets to receive microsurfacing are determined to be in generally good condition. Those that are deteriorated beyond the recommended condition for microsurfacing will be included in future milling and overlay programs.
Project History. The City’s annual pavement maintenance program was reviewed and approved by the City Commission on December 14, 2010. Of the various program projects, the 2011 Overlay Program Phase 1 bids on March 8, 2011, the 2011 Crack Seal Program (to be performed by City internal crews), 2011 Overlay Program Phase 2 (including Kasold Dr Sales Tax), the KLINK Overlay & Geometric Improvements work on 6th St from Massachusetts St to Iowa St and Monterey Way to Folks Rd, and the 2011 CIP Reconstruction of Bob Billings Pkwy (westbound) from Crestline Dr to Kasold Dr are also planned for this construction season as presented at the December 14, 2010 City Commission Meeting.
Project Details. The project includes various surface and full depth patching of deteriorated areas on City streets followed by the microsurfacing of the entire pavement surface (see attached location map).
Staff is also anticipating inclusion of traffic calming devices at the following locations, upon final traffic review, and overlap planned work locations in this project:
-Carmel Dr/Wimbledon Dr between W 18th St and Inverness Dr
-N 9th St between Locust St and Walnut St
-Trail Rd between Kasold Dr and Monterey Way
Project Funding. The pavement maintenance program is funded from several sources including the general fund, gas tax funds, sales tax and sales tax reserve, and capital improvement reserve accounts.
This contract was included in the 2011 Pavement Maintenance Program for microsurfacing to be paid from the gas tax, storm water, sales tax and sales tax reserve, and capital improvement reserve funding sources.
Action Request. Approve bid from Vance Brothers, Inc. for the 2011 Microsurfacing Program - Project No. PW1103 in the amount of $906,980.57 provided the contractor can meet the terms established in the contract documents.
