RESOLUTION NO. 6919

 

 

A RESOLUTION OF THE CITY OF LAWRENCE, KANSAS

COMMITTING EXPENDITURE OF ENERGY EFFICIENCY

AND CONSERVATION BLOCK GRANT FUNDS IN

ACCORDANCE WITH THE TERMS AND CONDITIONS

FOR THE ENERGY EFFICIENCY AND CONSERVATION

BLOCK GRANT PROGRAM

 

            WHEREAS, the City of Lawrence, Kansas (“the City”) applied for and was awarded an Energy Efficiency and Conservation Block Grant (EECBG) from the United States Department of Energy in the amount of $858,600 in September 2009; and

 

            WHEREAS, the City proposed to use the EECBG funds (a) to hire a sustainability coordinator tasked with identifying ways for the city and county governments to reduce energy consumption; (b) to make energy improvements in the Lawrence Public Library; and (c) to replace downtown street lights with energy efficient LED lights; and

 

            WHEREAS, the United States Department of Energy EECBG program terms require the City to obligate all EECBG funds by March 28, 2011, and to expend all EECBG funds by September 28, 2012; and

 

            WHEREAS, the City in conjunction with Douglas County hired a Sustainability Coordinator in May 2010, and

 

WHEREAS, the City has spent $436,420 on energy improvements for the Lawrence Public Library for an energy efficient heating, ventilation and air conditioning (HVAC) system, all in accordance with the City’s EECBG grant application; and

 

            WHEREAS, the City’s governing body approved execution of an architectural design contract with a firm for the design of the Lawrence Public Library expansion and renovation project which includes plans for energy efficient lighting systems using $150,000 of the EECBG funds; and

 

            WHEREAS, the City has selected a vendor for the downtown LED street light installation; and

 

            NOW THEREFORE, BE IT RESOLVED by the governing body of the City of Lawrence, Kansas,

 

Section 1. The recitals set forth above are incorporated herein by reference.

 

            Section 2.  The governing body pledges, obligates and commits $150,000 of the EECGB grant funds the City received from the United States Department of Energy, Award No. DE-SC0002795, will be used for energy efficient lighting systems in the Lawrence Public Library expansion and renovation project.  The governing body further pledges, obligates and commits $172,180 of said EECGB grant funds will be used for installation of LED street lights in downtown Lawrence, in accordance with the City’s ECBG grant fund application.
