RE:              Substantial Amendment to the 2010 CDBG Annual Action Plan of the 2008-2012 Consolidated Plan

 

Tenants to Homeowners, Inc. (TTH) has been awarded low-income housing tax credits from the Kansas Housing Resources Corporation (KHRC) to rehabilitate the twenty (20) unit Accessible Rental Options (ARO) project in Lawrence.  The tax credit application was previously approved by the City Commission, by Resolution No. 6819 on January 20, 2009 (attached).  KHRC only recently awarded the tax credits. The request before the City Commission is to reallocate $100,000 from the First Time Homebuyer Land Trust Rehabilitation Program, administered by TTH, to the ARO Rental Rehabilitation Project, which will also be administered by TTH.  The request for the reallocation is based on meeting match requirements for the low income housing tax credit program and to close a funding gap that has been identified in the project.  This process requires a Substantial Amendment to the 2010 CDBG Annual Action Plan of the 2008-2012 Consolidated Plan. 

 

This request was considered and approved unanimously by the Community Development Advisory Committee (CDAC) at their January 13, 2011 meeting.  A Substantial Amendment requires citizen input as well as publication of a notice regarding the proposed amendment.  The notice was published on Wednesday, January 19, 2011 and began a thirty (30) day written comment period.  If approved by the City Commission, staff will forward the amendment to the local HUD office after the thirty day written comment period ends on February 19, 2011.  Funds would be available for the renovation thereafter.   

 

Approval of this request will not negatively affect any potential First Time Homebuyer in the Land Trust program.   Staff recommends approval of the request as this project maintains safe, decent, and affordable housing for low and very low-income tenants.  If you have further questions, please let me know.
