The meeting was called to order at 5:58 pm. by Chairman Beebe. The welcoming of new member Phil Cogswell was removed from the agenda items. It was discovered after his appointment that he resides outside of Lawrence and doesn’t meet the requirements for the “citizen at large” position. Some discussion continued regarding the “citizen at large” requirements.
Minutes
Minutes from the April 7th, 2010 meeting had been provided to all members. Myers made a motion to accept the minutes, Cox seconded the motion; the motion passed unanimously.

New Business
A request was made by the Board to have staff research the process for amending the language of member requirements. The Boards goal would be to allow someone with interest in the community and a local business connection to serve on the Electrical Appeals Board in a position such as those currently vacant. It appears that some allowances have been made in the past for other members that have moved and when vacancies couldn’t be filled by interested citizens.
Staff thought the wording would have to be fairly specific to meet the approval of the Commission. Some boards have much more specific language in regards to citizens on their boards in most positions.
The Board discussed the draft for the electrical portion of the IRC.
Staff added that this is verbatim from what the Board had done in the 2008 NEC in regards to the one and two family dwellings.
Lisher asked about the point of attachment for the bonding of the gas line and if the gas company had gotten back with the Development Services office.
Staff said they had contacted us regarding the incident where a gas company employee had not connected the gas service because of the downstream location of this connection. It appears that in the 2009 Fuel Gas Code they have required the bonding connection be at the nearest point where the hard pipe enters into the home. The Development Services office explained that we haven’t adopted that code yet and the current interpretation should be approved. When the City adopts the newer code the bonding connection will have to be at this nearest point of entry into the home.
Some discussion began regarding the type of clamp some contractors use may not be rated for use on the exterior. Many of those clamps are aluminum and some concerns were voiced about their location to earth and the exposure to the elements, as well as their suitability for use on steel pipe. Some investigation into their listing will have to be completed prior to the adoption of this code.
Lisher asked about the use of USE on the interior of a dwelling.
Staff added that he had read that it didn’t have a flame-retardant jacket and that is why the exclusion from use on the interior. He thought some of the particulars could be found in Article 338. This doesn’t prohibit the use of SE, SER, and SEU cables as feeders on the interior of dwellings. A Lawrence amendment does not permit these cables for use as service conductors.
King made a motion to accept the draft of the changes made to the electrical section of the IRC, seconded by Cox; motion passed unanimously.
Staff inquired on how the Board wants to handle the upcoming meetings if nothing is on the agenda to discuss.
The Board agreed to leave the meetings at the call of the Chairman or when something comes across the desk of the staff liaison that would require their attention.

Cox made a motion to adjourn, seconded by Lisher; motion passed unanimously and the meeting was adjourned at 6:28 pm.
