Social Service Funding Advisory Board Meeting

The meeting was called to order at 5:30 p.m. Corliss provided an introduction and background on how the new board was established and what he understands the expectations to be of the board.
Background materials were provided to the board members, including Ordinance 8501, which governs the board.
The members of the Board introduced themselves. Corliss suggested the board begin their work by selecting a chair and vice-chair. A motion to nominate Donna Osness for Chair and Barbara Schnitker as Vice Chair was moved by Carswell and seconded by Dvorske. The motion passed 5-0.
Osness mentioned that there are two remaining open spots on the board and encouraged members to send contact information for anyone who might be interested in serving to Toomay.
The board reviewed the applications for social service funding for 2011. Corliss explained how due to the timing of getting the new board up and running, it was not possible for the board to make recommendations for funding to the City Commission prior to the budget being adopted. The City Commission directed staff to include funding that would assume flat funding for all social service agencies for 2011. Corliss explained that it would be his recommendation that the funds be allocated to the agencies as they were in 2010 but that the board could have a different recommendation.
After discussion by the board, consensus was reached that changing funding for some of these agencies at this late date in the year could cause hardships. The Board agreed that if they wanted to make changes they should do so earlier in the process.
A motion was made by Dvorske to recommend level funding for social service agencies receiving funding from the City’s General Operating Fund for 2011. Schnitker seconded the motion, and the motion passed 5-0.
A motion was made to recommend level funding for social service agencies receiving funding from the City’s Special Alcohol funding, with the exception of the Ballard Center, who did not request alcohol funding, and the First Step House, which requested less funding in 2011 than in 2010. Leopold seconded the motion and the motion passed 5-0.
Corliss explained that Toomay would summarize the recommendation of the board and of staff and forward them on the City Commission for their approval at a future City Commission meeting.
There being no further business to discuss, the Committee agreed to schedule the next meeting for December to develop a work plan for 2011 and to begin discussing potential changes to the City’s application process.
