In 2009 the City Commission reviewed the City’s purchasing policy related to the selection of vendors for professional services. The City Commission indicated continued support to utilize the City’s current purchasing procedures for contracting professional services with Qualifications-Based Selection. However, the City Commission requested that Staff develop guidelines regarding consulting fees for such services.

Pending City Commission approval, Staff has developed a draft design fee guideline for engineering/architectural professional services to be incorporated within the City’s purchasing procedures. It is proposed that the negotiated fees will be routinely articulated to the City Commission with reference to the guidelines as the City Commission considers future design contracts. Please see the draft policy that has been included in this envelope.

City Staff anticipates that this will be a future City Commission agenda item. However, City Staff is requesting the consulting community’s review and feedback of the proposed design fee guidelines policy. Staff has scheduled a meeting in the City Commission Meeting Room on November 22nd at 3:30. However, if you are not able to attend, please send your thoughts and comments to Michelle Stevens at mstevens@ci.lawrence.ks.us by November 22nd as well.
