Please include the following item on the City Commission agenda for consideration at the October 5, 2010 meeting:
Project History. The Public Works Department solicited a request for qualifications for transitional engineering services to assist upon transfer of the Former Farmland Industries Plant from the Farmland Trust Fund to the City of Lawrence. These transitional services are to assist the City in the operational and regulatory procedures associated with requirements outlined by the Kansas Department of Health & Environment outlined in the Remedial Action Plan. URS was the consultant selected to help with the transitional services.
Project Status. As directed by the Consent Order a transition plan is to be submitted to KDHE no later than 30 days after closing and acquisition of the property. Acquisition of the property took place on September 29, 2010. URS will develop the transitional plan as outlined in the Consent Order.
Project Details. The transition plan includes the description of the continued operation of current on-site remedial systems. These systems include groundwater containment, surface water and stormwater, NPDES Permit & monitoring, the CRS Unit and associated monitoring, the land application program as well as the soils and sediments throughout the site. Also included in the transition plan are the dismantling/demolition of the remaining above ground structures and the soil-waste management plan.
Next Steps. After completion of the transition plan URS will work to develop the Remedial Design/Remedial Action (RD/RA) Plan which is also outlined in the Consent Order. The Consent Order states that the RD/RA plan is to be delivered to KDHE 60 days after approval of the transitional plan.
Project Funding. This project will be funded from the Farmland Trust Fund established for the remediation of the Former Farmland Industries Plant as outlined by the Kansas Department of Health & Environment.
Action Request. Public Works staff requests approval of the Lump Sump Contract in the amount of $29,827.00.
