Agenda Item – Approve the City Manager to enter into a contract with EnergyCAP for energy efficiency reporting software.

 

Please include the following item on the City Commission Consent Agenda for consideration at the October 5, 2010 meeting:  Approve the City Manager to enter into a contract with EnergyCAP for energy efficiency reporting software.

Consistent with the City Commission’s expressed interest in achieving energy and dollar savings in our City facilities and operations, the Sustainability Coordinator has created an Energy Management Plan for the City.  This Plan recommends utilization of energy efficiency software to track energy use and identify savings opportunities, leveraging the expertise of staff in eight most energy-intensive departments, and leads to the creation of a five-year Energy Master Plan.

The first step is to purchase energy efficiency software, allowing the City to:

š        Generate easy-to-use reports for comprehensive tracking of utility bills for each Department (natural gas, electricity, water, solid waste, fuels). 

š        Analyze billing data to identify billing anomalies, and potential alternative rate structures.

š        Instantly rank City buildings by cost/sq.ft –for identification of “under-performing” facilities.

š        Calculate dollar savings attributable to energy management projects by comparing today’s bills with a pre-retrofit “baseline” year. (this takes into account weather data) 

š        Report and track greenhouse gas emissions resulting from our energy use.

š        “Benchmark” our facilities against facilities of similar sizes, allowing us to assess our energy performance and qualify for ENERGYSTAR recognition.

A team of staff from various departments reviewed three comparable energy efficiency software products. EnergyCAP was deemed most suitable for the City’s needs, and is currently being successfully deployed by Johnson County, the City of Lenexa, and USD 497.

Project cost:             Initial Software Purchase Fee + Implementation = $22,315

                             Annual Maintenance and License Fee = $7,284

 

Project Funding: The software purchase will be funded by the Equipment Reserve Fund.

 

Action Request: Authorize the City Manager to enter into a contract with EnergyCAP for energy efficiency reporting software in the amount of $22,315.
