Background
The Governor requested that the President declare the snow event of December 24, 2009 eligible for disaster relief.
Staff met with FEMA to determine levels of relief funding for which the city might be qualified. Claims were prepared and submitted for three categories: Emergency Protective Measures (Category B), Road and Bridge Systems (Category C), and Public Buildings & Equipment (Category E).
Claims
Category B – Emergency Protective Measures
This category contained emergency responses (Fire/Medical; Police) and related damages, i.e. motorist assist or medical response. Two applications were submitted:

(Both claims represent 85% award (75% Federal and 10% State); this is a standard award.)
Street Division cost for snow removal was $160,143.90 but was not a covered item. Under new FEMA guidelines snow removal is considered to be part of normal snow operations and only claims associated for public assist in an emergency response were allowable.
Category C - Road and Bridge Systems
This category covers road and bridge damages that were directly related to the disaster. Streets were evaluated for increased deterioration based on the extreme nature of this storm. Claims were submitted for Emery Street, Missouri Street, 17th Street, Louisiana Street, 31st Street and Bob Billings Parkway. These streets had either received maintenance in 2010 or were scheduled for 2010 maintenance and actual costs were known. FEMA denied the claim because they felt these streets had not deteriorated solely as a result of this storm event. Iowa and 6th Street failed to qualify because we receive financial assistance for maintenance under other federal programs.

This category covers damage to public facilities and equipment directly related to the disaster. The only damage was the collapsed awning at the Solid Waste Facility (11th & Haskell).

Summary
The City of Lawrence submitted claims to FEMA in three categories totaling $146,254.37 with an award of $15,024.49. The records from this storm and FEMA submittal will be maintained for three years for auditing purposes.
