Please include the following item on the City Commission Agenda for consideration at the September 28, 2010 meeting:

Set a Bid Opening Date of October 26, 2010 for Bid No. B1053; 2010 SANITARY SEWER CURED-IN-PLACE-PIPE REHABILITATION PROJECTS

Consistent with the City Commission’s direction during the 2011 Budget Sessions, Department of Utilities Staff continue to monitor and control expenses in relation to actual revenues. As these are evaluated, sources of Capital Project Funding are being identified to carry out the City Commission’s stated goal of executing priority Capital Projects even in the current economic climate. The reasons for executing this project are outlined in the memo below.

History:

Part of the Utilities Department’s efforts at Inflow/Infiltration (I/I) reduction is to repair/reconstruct existing sewer lines that are a source of I/I. Cured-in-place-pipe (CIPP) is one of the methods used.  The CIPP method involves lining the inside of vitrified clay pipe sanitary sewer mains without excavation, thus there is very little disruption above ground.

The Utilities Department has a multi-year plan to rehabilitate city owned vitrified clay sewer mains in the City using this trenchless method.  Line segments are selected for rehabilitation on the basis of several factors.  These factors include:

· Pipe age

· Pipe material

· Known defects based on maintenance and TV inspection records

· Presence of unused taps or connections that may contribute inflow/infiltration

· Depth

· Above ground conditions

Project Summary

The proposed rehabilitation projects consists of, but not limited to, the lining of approximately 26,140 linear feet of 8-inch VCP sanitary sewer pipe, 958 linear feet of 10-inch VCP sanitary sewer pipe, 410 linear feet of 12-inch VCP sanitary sewer pipe, 1,282 linear feet of 15-inch VCP sanitary sewer pipe, using water inversion Cured-in-Place Pipe technology, cleaning and closed circuit television inspection (before and after).

Project Funding:

Funding for the 2010 Cured in Place Pipe project, $982,000, will come from the 2010 Capital Improvement Plan I/I Improvements, non-bonded construction fund.
