RE:	Farmland Transitional Services – PW1015 RFQ – Demolition Services September 28, 2010 Agenda Item

Please include the following item on the City Commission agenda for consideration at the September 28, 2010 meeting:

Project History.  With the transfer of the former Farmland Industries Plant scheduled to take place on September 29, 2010 the Public Works Department will solicit a Request for Proposals (RFQ) for Demolition Services.  These services are to assist the City in removing all existing structures and related appurtenances currently existing on the site.  Excluded from the demolition would be any structures necessary for continued environmental remediation as directed by the Kansas Department of Health & Environment or as outlined in the Remedial Action Plan.

Project Status.  URS was the consultant selected to help with the transitional services and is currently developing the transitional plan as outlined in the Consent Order.  As directed by the Consent Order a transition plan is to be submitted to KDHE no later than 30 days after closing and acquisition of the property.  No demolition may take place until the transition plan has been approved by KDHE.  In addition concurrent work is also being done to develop the required RD/RA (Remedial Design / Remedial Action) plan which is also outlined in the Consent Order.  The Consent Order states that the RD/RA plan is to be delivered to KDHE 60 days after approval of the transitional plan.

Project Details.  The schedule for the RFQ for Demolition Services will proceed as follows.  Send out notification of the RFQ for Demolition Services on September 30, 2010.  Proposals are due on November 2, 2010 with a mandatory site visit scheduled for October 14, 2010.  Award the contract on November 9, 2010 and send out a Notice to Proceed on December 1, 2010.

Action Request.  Authorize staff to receive proposals/qualifications (RFQ’s) for Demolition Services for the former Farmland Industries Plant.
