Introduction
On September 14, 2010 Bid Proposals for “6th Street ITS Project” were opened and read aloud by the City Clerk in accordance to the procurement policies and procedures of the City of Lawrence, Kansas. Following is a summary of the Bid proposals. Attached is the detailed Bid Tab.

Project Details
The main focus of this project is to install fiber optic communication lines in order to develop a closed loop traffic signal system along 6th Street (from Massachusetts to Iowa) and Iowa Street (from 6th to 23rd). [See Project Location Map] A closed loop traffic signal system will enable video-monitoring of intersections, instantaneous response to signal malfunctions and unlimited signal timing plan, and thereby would greatly improve traffic flow and safety. This project will also include installation of central control hardware/software, CCTV cameras, video screens, building modifications and related Intelligent Transportation Devices. The ITS system will assist and improve the emergency response by Police and Fire.
This project is expected to begin by mid / late October with anticipated completion by end of February, 2011. Staff will begin working on the details of possible partnership arrangements with other public entities and preparing a Request for Proposals (RFP) to solicit interests / proposals from private entities, with anticipated agreements finalizing shortly after acceptance of the construction.
Total estimated Project cost is $500,000.00 and will be financed as outlined below. Engineering Design fee is included in the total project cost and is eligible as city’s matching funds.

Bid Evaluation / Recommendation
Staff has evaluated all bid proposals to check for accuracy, completeness and other applicable criteria / requirements. As shown in the Summary Table, the bid proposal from K & W. Underground, Inc. offers the lowest and the best total bid price for this project. Staff recommends “Award of City Bid No. 1038” to K & W. Underground, Inc.
Action Request
Award City Bid No. 1038 (for 6th Street ITS Project – PW0823) to K & W Underground, Inc. in the amount of $382,479.90 and authorize City Manager to sign the Construction Contract for this project.
