On 06/22/10 the City Commission approved a Temporary Use of Public Right-of-Way Permit for the Bert Nash Dash and Bash Event. The event was scheduled to close the 600 block of Massachusetts Street from noon-midnight on Saturday, October 9, 2010. Event organizers have requested an amendment to the permit to allow closure of the street only at the north end to begin at 8:00 a.m. in order to begin stage setup. Access to the block from the south end would remain open until noon as originally planned. In addition, since the initial approval, staff has been working with the organizers to finalize 5K and 10K race routes. The organizers now request approval of a permit for those routes.

 

The races will start separately at approximately 4:00 p.m. and 4:15 p.m. The starting line will be on 7th west of the Eldridge valet parking lane. The finish line will be on the 600 block of Massachusetts near Free State Brewery. Ten minutes prior to race start, runners would move onto 7th Street. The runners would narrow down to one lane after crossing Tennessee Street and would travel along one side of the road throughout the rest of the race courses. The Police Department and KU Public Safety have met with the applicant and are prepared to control traffic as appropriate during the races. Officers will be used to control traffic at larger intersections such as 7th and Vermont, 7th and Kentucky, 7th and Tennessee, 9th and Mississippi, and 9th and Indiana. At other locations temporary stop signs and course marshals will be utilized.

 

The applicant requests 39 no parking signs in order to mark the following portions of the routes as no parking: the north side of 10th from Mississippi to Illinois, the west side of Missouri from 10th to 11th, the north side of 13th from Louisiana to Tennessee, the west side of Tennessee from 13th to 12th, and the north side of 12th from Tennessee to Ohio.

 

The applicant requests 13 meter bags for Massachusetts Street, at the north end of the 600 block where the stage will be set up. On the rest of the block the organizers will post the meters as no parking using small signs zip tied to the meter poles. Experience has shown that these signs are effective without giving the premature impression that parking is not allowed.

 

ACTION:       Approve an amended Temporary Use of Public Right-of-Way Permit for the closure of the 600 block of Massachusetts Street from 8:00 a.m. -midnight on Saturday, October 9, 2010 for the Bert Nash Dash and Bash, and for the use of city streets for 5K and 10K races.
