Please include the following item on the City Commission consent agenda for consideration at the September 14, 2010 meeting:
Project History. The Public Works Department solicited a request for qualifications for transitional engineering services to assist upon transfer of the Former Farmland Industries Plant from the Farmland Trust Fund to the City of Lawrence. These transitional services are to assist the City in the operational and regulatory procedures associated with requirements outlined by the Kansas Department of Health & Environment outlined in the Remedial Action Plan.
Project Status. A total of eight proposals were received. A four member review committee reviewed the proposals and shortlisted three firms for interview. URS is recommended as the firm to complete the engineering transitional services. The firms were evaluated based upon previous experience with similar work, firm's familiarity with project area, thoroughness of presentation, communication abilities and the firm's knowledge of project procedures. URS has substantial experience in transitioning these types of projects between new owners and provided great ideas for environmental remediation.
Project Details. The project includes the preparation of operation and maintenance manuals to assist in the regulatory operations as defined by the Kansas Department of Health & Environment in the Remedial Action Plan.
Project Funding. This project will be funded from the Farmland Trust Fund established for the remediation of the Former Farmland Industries Plant as outlined by the Kansas Department of Health & Environment.
Action Request. Authorize staff to negotiate contract for transitional engineering services with URS Corporation.
