Temporary Use of Right-of-Way – First Friday’s  Temporary Van Go Mobile Arts Mural  at 825 Massachusetts St.

 

We received the attached request from Downtown Lawrence, Inc. one of the sponsors of the First Friday’s art promotion events scheduled for downtown.  The request is for the temporary use of the City’s right-of-way for the painting of a mural on the construction fencing/plywood masking at 825 Massachusetts (the former Arensberg shoe store currently under renovation).  For permanent murals, the City Code provides for a more extensive review and approval process (Cultural Arts Commission, Historic review if necessary, City Commission approval).  This mural would be installed on Friday, August 27, 2010.  Either the plywood masking would be removed by the end of August (August 31, 2010) if project construction allows or the mural would be covered by a neutral paint cover by the end of August.  The mural would be removed thirty days after installation, or when the temporary plywood construction masking is removed, whichever is sooner. This appears to be an appropriate temporary use of right-of-way given its promotion of downtown and the First Friday’s events.

 

 

Recommended Action:    Approve the temporary use of right-of-way at 825 Massachusetts Street for a temporary mural, conditioned upon removal by August 31, 2010 thirty days after installation, or when the temporary plywood construction masking is removed, whichever is sooner.
