Elm Street between 2nd Street & 3rd Street

 

Background

As a part of the reconstruction of the intersection of 2nd Street & Locust Street, modifications were made to Elm Street between 2nd Street & 3rd Street.  In order to provide sufficient storage for northbound left-turning vehicles at 2nd & Locust and in order to improve safety for southbound motorists, it was necessary to prohibit southbound motorists from making a left-turn at Elm Street.  Therefore, it would be necessary for a motorist to continue south on 2nd Street, cross the Kansas River, turn left on 6th Street, turn left on Massachusetts Street, cross the Kansas River northbound and make a right turn on Elm Street to reach businesses on Elm Street between 2nd Street & 3rd Street.

 

The solution to this situation was to convert a portion of Elm Street, from 3rd Street west approximately 250 feet, to TWO-WAY traffic. This would permit a southbound motorist to make a left-turn at Locust Street, a right turn at 3rd Street and a right-turn at Elm Street in order to access the businesses.  In addition, in order to provide appropriate geometrics, it was necessary to relocate the permitted parking from the south side of Elm Street to the north side of Elm Street.

 

As a result, it is necessary to modify the existing ONE-WAY STREET and NO PARKING ordinances for Elm Street between 2nd Street & 3rd Street.

Modify the ONE-WAY STREET designation and NO PARKING restrictions on Elm Street between 2nd Street & 3rd Street.
