Background
On June 7, 2010, the Traffic Safety Commission heard a request to construct TRAFFIC CALMING DEVICES on 9th Street between Locust Street & Walnut Street. This portion of 9th Street is classified as a “local” street. Traffic data collected May 25-26, 2010 found an average of 463 vehicles per day traveling at an 85th percentile speed of approximately 36.8 mph. Therefore, this location meets the minimum criteria for consideration of traffic calming as provided in the city’s Traffic Calming Policy. In addition, the east half of this portion of 9th Street is in the County; however, preliminary discussions with the county public works director indicated that since the city maintains the street, they would probably not be opposed to traffic calming.
Traffic Safety Commission Action
A resident of the neighborhood appeared before the Commission and supported the request indicating that clientele from the business down the street tend to exceed the speed limit, and on weekends the speeds would probably be higher than what was collected during the week. He advised that there had been crashes, pedestrians had almost been hit, and drag-racing was common. The Commission voted unanimously to recommend that TRAFFIC CALMING DEVICES be constructed on 9th Street between Locust Street & Walnut Street.
Project Funding
It is estimated that TRAFFIC CALMING DEVICES could cost approximately $15,000 each, for a total of $45,000. This project is currently unfunded; however, the resident indicated that he may be willing to fund the construction.
Action Request
Approve the TSC recommendation for TRAFFIC CALMING DEVICES on 9th Street between Locust Street & Walnut Street if appropriate.
