FIRST AMENDMENT TO
MEMORANDUM OF UNDERSTANDING
BETWEEN THE
CITY OF LAWRENCE, KANSAS
AND THE
I.A.F.F Local 1596

January 1, 2010 through December 31, 2011
General Statement of Intent of this First Amendment: The City and representatives of the International Association of Firefighters, Local 1596 (“IAFF”) and representatives of the Lawrence Police Officers Association (“LPOA”) have met separately to discuss 2011 compensation issues for the employee organizations’ members in accordance with the IAFF Local 1596 and the LPOA’s respective 2010-2011 Memoranda of Understanding and in accordance with Resolution No. 6817. The IAFF Local 1596 and the LPOA have put forth separate proposals that contain different compensation enhancements for their members for 2011. The IAFF Local 1596 and the City desire to acknowledge the parties’ intent and understanding with respect to the IAFF Local 1596 2011 compensation proposal as it relates to Section 8.2.2 of the Memorandum of Understanding Between the City of Lawrence, Kansas and Local 1596 International Association of Firefighters, January 1, 2010 through December 31, 2011 (hereinafter the “MOU”).
Therefore, the City and the IAFF Local 1596 agree the Memorandum of Understanding Between the City of Lawrence, Kansas and Local 1596 International Association of Firefighters, (January 1, 2010 through December 31, 2011) is amended as set forth below:
1. Section 8.1 – Compensation is amended to read as follows:
Section 8.1 – Compensation Plan
In 2010, the compensation plan for Union covered employees as defined under Section 5.1.1 of the MOU will follow the Fire Pay Plan attached to the MOU.
In 2011, the compensation plan for Union covered employees as defined under Section 5.1.1 of the MOU will follow the Revised Fire Pay Plan attached hereto as Exhibit A and fully incorporated herein by reference and made a part of this Agreement effective with the first full pay period in 2011. (The Revised Fire Pay Plan adds one step, Step 16, which shall be 2.5% greater than Step 15 to Pay Grades F01, F01a, F02, F03, F04, F05, F06, F07, F08, F09 and F10).
2. Section 8.2.2 is amended to read as follows:
Section 8.2.2 2011 Wages. It is acknowledged that the 2011 Compensation Plan is amended as set forth in Section 8.1 of this First Amendment. If, during FY 2011, the City institutes a greater general wage adjustment to any City employee, employee group, or bargaining unit during the term of this memorandum, such general wage adjustment shall also be instituted for employees covered by this Agreement. Notwithstanding the foregoing sentence, the Union and the City acknowledge and agree that a general wage adjustment of one and one-half percent (1.5%) for pay grade 301, Police Officer only, made pursuant to an Agreement between the City and Lawrence Police Officers Association (LPOA) and effective the first full pay period in 2011, shall not and does not constitute a “greater general wage adjustment to any City employee, employee group, or bargaining unit during the term of this memorandum” and the Union will not make a claim under this Section based on that adjustment.
3. All other terms of the MOU shall remain unchanged.
4. Adoption of Amendment. Our signatures are as the official representatives of our respective organizations and are intended to bind our organizations to the terms laid out in this First Amendment.
