Sole source purchase of concrete patching materials and rental of application equipment

 

Introduction

In 2010, as part of the pavement management program, concrete street repair was added as a maintenance category to begin addressing the deterioration of our concrete streets. As part of that program our goal was to perform maintenance with both in-house crews and contracted work. In 2010 Inverness, Barker and 15th Street were selected for repairs. Our plan was to perform the minor or smaller patching with in-house crews and contract for the major repair / replacement work. The goal with doing smaller patching in-house was to reduce the overall construction cost and allow a greater amount of work to be done at a lower cost to the program. We have researched many methods to repair the smaller concrete areas and have selected a product that will replace traditional concrete for partial depth patching. The product is a long lasting solution for distressed concrete pavement from spalled areas due to severe freeze thaw.  This product, unlike traditional concrete, will allow us to open the roadway to traffic in about one hour after application. We installed a test strip of this product last year on Inverness and monitored it throughout the winter and spring (see attached photos). It has produced the results we were hoping for.  KDOT and other communities have utilized this material and method to perform partial depth concrete patches with great success. Our crews are familiar with the application of this product. It will also allow our in-house crew to produce a large amount of permanent patch work in a short amount of time at a lower cost than traditional concrete and with less disruption to the public.

 

Purchase

The City would rent the application equipment at a small cost for up to one month and perform the patching on Inverness, 15th and Barker. At the same time our pavement maintenance program will contract with a contractor to perform the large full depth patches and work would be coordinated. Paving Maintenance Supply, Inc. (PMSI) is the only supply outfit in this region that rents this type of material application equipment. They require the use of their product in their equipment. The cost to purchase this equipment is estimated at $65,000. We do not have a year round use for this type of equipment and believe that the most cost effective method is to rent the equipment and allocate the majority of our paving dollars to actual patching. We have estimated that we will patch approximately 3,600 square feet of concrete at a cost of $61,470.00 or $17.08 per square foot. The cost break down is as follows:

Sole Source Request

We are requesting a sole source purchase of the rental of the application equipment and materials from PMSI to perform approximately 3,600 square feet of concrete patching on Inverness, 15th and Barker Streets with in-house crews.

 

Funding Source

The total cost requested is $61,470.00 and would be funded from dollars previously approved by the City Commission on May 25, 2010 from CIP Reserve fund 202-3-3000-6030.

 

Action Request

Approve the sole source purchase of “tech Crete” concrete patching materials and rental of application equipment in the amount of $61,470.00
