Introduction

Community Development Block Grants (CDBG), a federal aid program, is intended to improve the quality of life and environ in the low to moderate income area. With no other steady source of funding, allocation of CDBG funds for the ongoing Sidewalk Gap Program for the past few years has made a positive impact by closing many critical gaps and thereby improving the walk-ability and safety of pedestrians. As a result, this program has been well received by the community. The Sidewalk Gap Program has contributed towards the Commission’s goal to “improve the livability of all Lawrence neighborhoods”.

 

Project History

December 1, 2008

PW staff submitted application for Community Development Block Grant (CDBG) funds for Sidewalk Gap Projects in the low-moderate neighborhoods.

April 23, 2009

 

Community Development Advisory Committee (CDAC) recommended (to the City Commission) CDBG funding for Sidewalk Gap projects.

May 5, 2009

City Commission approved CDAC recommendation to allocate CDBG funding for Sidewalk Gap projects.

Spring / Summer, 2010

Engineering Plans and Construction documents prepared by City Staff.

 

Project Details / Status

This project consists of installing new sidewalks in the low-mod areas of the city in order to close gaps at various selected locations. Some of the major locations where new sidewalks will be placed include east side of Iowa Street from 23rd to 27th, south side of 23rd Street from Harper to Haskell, west 18th Street from Ohio to Vermont and Vermont Street from Massachusetts to Montana. The project also includes removal and replacement of the existing broken and unsafe sidewalks along East 13th Street from Connecticut to Haskell. Sidewalk project along East 13th will be coordinated with the mill and overlay project scheduled this summer.  

 

Letters have been sent to all adjacent property owners and respective neighborhood association president / representative. Attached are two letters in support of the sidewalk projects along West 18th and Vermont Street. All pertinent and applicable comments from property owners / residents have been addressed. To our knowledge, there are no unresolved conflicts / issues at this time.
