RE:	Payment Approval for Emergency Forcemain Repairs at Pump Station 32

Please include the following item on the City Commission Agenda for consideration at the July 6, 2010 meeting:

Approval of payment to RD Johnson for emergency forcemain repairs at Pump Station 32 in an amount of $22,724.85.

Project Description

On 03/09/2010, the forcemain for Pump Station 32 ruptured. Utilities staff began the initial repair work on the forcemain to stop the leak. Utilities staff excavated the forcemain and found the ruptured pipe. At the location of the rupture, a concrete slab 20 feet long and 3 feet thick was found 3 feet above the forcemain and appeared to continue under the street for an unknown distance. The Utilities department did not have the equipment to remove the concrete. The concrete had to be removed in order to repair the forcemain as well as stop the sanitary sewer overflow.

RD Johnson was called in to remove the concrete and repair the forcemain. An Emergency Purchase Order was approved to complete the repair in the amount of $14,000. As the repair progressed, it was found that the pipe ruptured due to the installation of inferior materials and parts. The forcemain that continued to the under the street was of the same inferior materials and parts. The old forcemain was removed and the correct parts and materials were installed to prevent any further forcemain ruptures. This was the third rupture at this location. The total cost for the emergency repair was $22,724.85.

Project Funding: 

This project will be funded out of the Department of Utilities Operations and Maintenance budget for Wastewater Collection.

Action Request:  Utilities staff requests approval of payment to RD Johnson for emergency forcemain repairs at Pump Station 32 in an amount of $22,724.85.
