Project Description. This curb and gutter and milling and overlay project includes City residential and collector streets. The street curb and gutter and mill and overlay sections to be worked on are determined to be in generally fair to poor condition and have deteriorated beyond the point at which cost-effective preventative maintenance techniques can be performed. An effective curb and gutter and milling and overlay program will reestablish desired drainage, structural, and ridability characteristics to a street and reduces other long-term maintenance and rehabilitation costs.
Project History. The city’s annual pavement maintenance program was reviewed and approved by City Commission on December 1, 2009. Of the various program projects, the 2010 Crack Seal Program and 2010 Microsurfacing Program were awarded on February 9, 2010, the 2010 Overlay Program Phase 1 was awarded on March 23, 2010, and all of which are currently active projects. The KLINK Overlay of E 23rd St from Haskell Ave to east City Limits was awarded on May 4, 2010 with an anticipated project start date in the coming weeks. The 2010 Concrete Rehabilitation Program will have a bid date set for the coming weeks. Multiple other street locations, to be completed by City Street Maintenance Staff, are also planned for this construction season.
Project Details. The project includes the removal and replacement of curb and gutter sections, concrete intersection apron/valley gutter improvements, milling of existing pavement, patching of deteriorated areas, and the placement of a 2-inch asphalt overlay to restore structural capacity, skid resistance, proper drainage, and ride quality to the existing City streets.
Project Funding. The pavement maintenance program is funded from several sources including the general fund, motor fuels tax, sales tax and sales tax reserve, and capital improvement reserve accounts. This contract was included in the 2010 Pavement Maintenance Program for overlay to be paid from the general fund and sales tax reserve. The contract includes an asphalt index which may require change order(s) based on the increases/decreases in asphalt oil pricing.
Action Request. Approve bid from Kansas Heavy Construction, LLC for the 2010 Overlay Program Phase 2 – Project No. PW1006 in the amount of $1,369,099.80 provided the contractor can meet the terms established in the contract documents.
