Recommended Purchase of Livescan Booking Station

Attached is an analysis completed by Captain Tarik Khatib which examines the costs associated with municipal prisoner care and potential savings from purchase of a booking station and placement at the Law Enforcement Center.
As outlined, the City of Lawrence paid a total of $353,874 to Douglas County for prisoner care in 2009. This reflects costs for 5,770 prisoner days. Installation of a booking station is estimated to reduce total prisoner days and could reduce prisoner care costs. Based on first quarter 2010 data, an estimate of savings has been identified totaling $35,000. The Police Department has also identified a reduction in officer out of service time with implementation of a booking station.
The summary outlines a sole source vendor purchase for this equipment for a product manufactured by Sagen Morpho. This is the same system currently utilized by the Douglas County Sheriff’s Office and the Kansas Bureau of Investigations, which would allow integration of all fingerprints and photographs entered into this system with databases created and utilized by the other agencies. The software of this product was also developed to interface with the Records Management System and Criminal Justice Information Systems currently in use by the Lawrence Police Department. Based on these interface options, staff recommends the sole source purchase. Police Department staff have contacted the vendor for updated pricing information from the most recent state contract and have obtained an estimate for the product of $44,546.
In addition to purchase of the system and necessary software, reconfiguration of space within the Law Enforcement Center to accommodate the equipment work station and installation of a proximity card scanner to ensure logged access control to criminal history information is recommended. Total additional work required for installation is estimated at $12,400.
Police Department staff have reviewed this booking alternative with the Douglas County Sheriff, Municipal Court Staff and the City Prosecutor. While all are supportive of this option, based on their feedback, additional processes to be utilized, particularly relating to payment have been clarified. The Sheriff has indicated a willingness for Sheriff’s Department information technology staff to work with LPD staff in order to ensure the proper integration of arrest information to be sent to the KBI. The County Administrator has also been contacted regarding this option and has expressed his support for an option which would assist in a reduction to census figures for the county jail. Finally, staff has discussed construction work necessary at the LEC with the director of maintenance for Douglas County. Work would be completed utilizing county contractors that do work at the LEC and then billed to the City. The space being renovated is within the area currently occupied by LPD, so no changes to agreements regarding space would be anticipated.
Action Requested/Recommended
Purchase of a booking station and associated reconfigurations totaling $56,946 is recommended utilizing a sole source bid with Sagen Morpho. It is recommended that funding for this equipment purchase come from the equipment reserve fund, which includes monies designated for Police Department expenditures.
