Re:	Agreement to Expand Banner Program

The University of Kansas Continuing Education Program has approached the city with a request to expand the street light banner program in Lawrence. The Continuing Education Program would like to utilize city traffic signals at various locations throughout Lawrence and street lights, as approved by Westar Energy.  A proposed listing of locations is attached.  Westar Energy has not confirmed their decision to allow banners on street lights so the listing of locations may change prior to installation.

Project History:

Continuing Education approached the city to utilize banners as part of a major marketing campaign this summer to encourage enrollment in their summer education programs and encourage year-long use of their educational programs.  Per the attached agreement, all themes utilized should be general in nature and promote the educational goal and brand identity of the University of Kansas, Continuing Education as well as promote the University of Kansas to visitors and local residents.  The agreement between the City and University of Kansas for use of the traffic signals and associated right-of-way would be applicable for four years from the date of signing.

Financial Cost to City:

As per the agreement, the City of Lawrence agrees to provide funding for the installation of sixty-four (64) brackets and the initial installation of banners (estimated cost is $11,520).  The city will provide funding for the installation of the second set of banners for year 2010 only (estimated cost is $2,048).   The city will be responsible for repairs needed to brackets during the course of this agreement. All locations selected must be approved by the city prior to installation. All costs associated to the production of the banners and future installations will be the responsibility of Continuing Education.

Action Request:

Authorize the City Manager to execute an agreement between the City of Lawrence and the University of Kansas, Continuing Education to allow for an expansion of the city banner program.
