Project Description.  This milling and overlay project includes a number of City residential streets.  The street mill and overlay sections to be worked on are determined to be in generally fair to poor condition and have deteriorated beyond the point at which cost-effective preventative maintenance techniques can be performed.  This type of minor rehabilitation work is utilized when some structural deficiencies exist along with other signs of progressed deterioration that lead to poor drainage and diminished ride quality.  An effective milling and overlay program will reestablish desired drainage, structural, and ridability characteristics to a street and reduces other long-term maintenance and rehabilitation costs.

 

Project History.  The city’s annual pavement maintenance program was reviewed and approved by City Commission on December 1, 2009.  Of the various program projects, the 2010 Microsurfacing Program began in March, the 2010 Crack Seal Program has a project start date in mid April, and the 2010 Overlay Program Phase 2 and KLINK Overlay of E 23rd St from Haskell Ave to east City Limits are also planned for this construction season as presented at the December 1, 2009 City Commission Meeting.

 

Project Details.  The project includes milling existing pavement, patching deteriorated areas, and placing a 2-inch overlay pavement to restore structural capacity, skid resistance, proper drainage, and ride quality to the pavement on existing City streets.  To note, the asphalt specification to be used on the project was changed to an updated KDOT asphalt standard for Hot Mix Asphalt.  This combined asphalt mix was designed based on Superpave design properties and concept to address the control of pavement deformation and fatigue cracking.  This specified asphalt mix has become more widely utilized with the regionally available materials than the current City specification, thus providing a potential for more competitive bidding.  Douglas County is currently utilizing the new asphalt mix design.  KDOT and the Kansas Asphalt Paving Association have given input into the decision to make the mix design change.  This Hot Mix Asphalt will become the new City standard mix design for asphalt pavement.

 

Project Funding.  The pavement maintenance program is funded from several sources including the general fund, gas tax fund, sales tax and sales tax reserve, and capital improvement reserve accounts.  This contract was included in the 2010 Pavement Maintenance Program for overlay to be paid from the general fund and sales tax reserve.  The contract includes an asphalt index which may require change order(s) based on the increases/decreases in asphalt oil pricing.

 

Action Request.  Approve bid from Bettis Asphalt & Construction, Inc. for the 2010 Overlay Program Phase 1 – Project No. PW1005 in the amount of $581,616.05 provided the contractor can meet the terms established in the contract documents.
