Project Description/HistoryThe 2010 Microsurfacing Program project was awarded to Vance Brothers, Inc. by the City Commission on February 9, 2010.  The microsurfacing project includes a number of City streets in north Lawrence, a neighborhood southeast of 19th & Haskell, the Library parking lot (City Lot No.13) between Vermont & Kentucky, and New Hampshire from 8th to 9th.

 

On March 9, 2010, the City Commission authorized revisions to the 2010 Comprehensive Street Maintenance Program.  The revisions included the reprioritization and reallocation of $400,000 of the $850,000 previously approved for Kasold Dr Sales Tax Project (W 5th Ter to Peterson Rd) for arterial street rehabilitation maintenance needs based on the extensive 2009/2010 winter impacts and resulting pavement failures.  Due to the immediate need for patching and/or milling and overlay maintenance repairs, staff identified the following street locations and pursued their inclusion for maintenance work in an active contract where response time and availability of material were essential to proceed as soon as possible:

 

Iowa St from Yale Rd to Irving Hill Overpass

W 31st St from Ousdahl Rd East to City Street Maintenance Limits

Louisiana St from W 19th St to W 23rd St

W 6th St from Monterey Way to Folks Rd

Kasold Dr from W 5th Ter to Peterson Rd

 

The proposed work includes the milling of existing pavement, patching deteriorated areas, and placing a 2-inch overlay pavement to restore structural capacity, skid resistance, proper drainage, and ride quality to the pavement on existing City arterial streets.

 

Project Funding.  The current contract amount is $422,957.00 which includes various surface and full depth patching of deteriorated areas on City streets followed by the microsurfacing of the entire pavement surface and the reestablishment of pavement markings to be paid from the general and gas tax funding sources.  With the reallocation of $400,000 from the capital improvement reserve accounts, the contract amount will total $822,957.00.

 

Action Request.  Approve Change Order No. 1 to Vance Brothers, Inc. in the amount of $400,000.00 from the capital improvement reserve funding sources.
