SPECIALTY PAINTING – PARKS AND RECREATION DEPARTMENT – #B1005

Parks and Recreation requested bids for unit pricing for specialty painting. Specialty painting is the use of special finishes such as 2 part epoxies, aluminum mastics for corrosion resistance and rust control, high performance multi part urethanes for coating our floaties at the pools, and various high performance coatings that are important to preserving the structural integrity of the indoor aquatic center.  Many of the coatings at the pools are very expensive, and can also be extremely dangerous to work with if not handled correctly.  This bid is for small jobs costing less than $15,000 for the 2010 calendar year and was written so other City departments can utilize the pricing.  The bid was also written to be renewed for two additional years providing prices remain the same, both parties agree and funds are available.  Parks and Recreation estimated there could be up to $25,000 spent on these jobs.  These projects will come out of many accounts that were approved in the 2010 budgeting process. 

 

The lowest bid from Matt Jacobs Painting gave no references at all.  The second lowest from Inside Out Painting gave no references that indicated that they have worked with any of these types of coatings previously. The third bidder, American Perma Coatings, had two specialty coatings references including a job that had previously been done for Parks and Recreation.  At that time he had no experience with one of the common coatings that we use, and the quality of his work was less than satisfactory.  F H Coatings was the lowest bidding contractor who, through their references, gave us any indication that they had the knowledge and experience to handle these chemicals in a safe and professional manner.  They appear to have the full scope of expertise that we require either for work performed at our facilities, or that needs to be performed in their large spray rooms. Given the material costs and the importance of getting the job done right the first time FH Coatings is our recommendation.  

 

Recommendation Action: 

Award bid for unit price of specialty painting for the Parks and Recreation Department to FH Coatings, not to exceed $25,000.00 (Parks and Recreation accounts)
