RE:               Proposed Revision - 2010 Comprehensive Street Maintenance Program

 

Please include the following item on the City Commission consent agenda for consideration at the March 9, 2010 meeting:

 

Program Description & History.  The city’s annual pavement maintenance program was reviewed and approved by City Commission on December 1, 2009.  Of the various program projects, the 2010 Crack Seal Program and 2010 Microsurfacing Program were awarded on February 9, 2010 with anticipated project start dates in the coming weeks, and the bid opening for the 2010 Overlay Program Phase 1 occurs on March 9, 2010.  The 2010 Overlay Program Phase 2 and the KLINK Overlay of E 23rd St from Haskell Ave to east City Limits are also planned for this construction season as presented at the December 1, 2009 City Commission Meeting.

 

The program also included the proposed 2010 Sales Tax Project on Kasold Dr from W 5th Ter to Peterson Rd.  Details of the proposed work included partial to full depth asphalt pavement replacement, some curb and gutter removal and replacement, sidewalk installment along the east side of Kasold, consideration for the installment of pavement striping for shared bike lane use similar to Naismith Dr from 18th St to 23rd St, and the coordination with Parks and Recreation Dept to remove the existing asphalt median and replace with landscaping.

 

2009/2010 Winter Impacts & Proposed Program Revisions.  Based on the “Snow Event Tracking Summary Report,” the City of Lawrence has experienced eleven snowfall events between November of 2009 and late February of 2010.  The accumulated snowfall amounted to approximately 35.5 inches.  Due to this significant amount of precipitation in conjunction with multiple freeze/thaw cycles occurring daily during those winter periods, many city street pavements have been impacted negatively which is evident from the formation of extensive potholes and other pavement failures.

 

Based on the immediate need to address the pavement failures on the higher volume arterial streets, Public Works staff is proposing to revise the 2010 Program and redistribute the $850,000 approved for the Kasold Dr Sales Tax Project to include patching and/or milling and overlay maintenance to address the following potential street locations and other locations as deemed appropriate:

Iowa St from Yale Rd to Irving Hill Overpass

W 31st St from Ousdahl Rd East to City Street Maintenance Limits

Louisiana St from W 19th St to W 23rd St

W 6th St from Monterey Way to Folks Rd

Kasold Dr from W 5th Ter to Peterson Rd

         

The revised program includes the milling of existing pavement, patching deteriorated areas, and placing a 2-inch overlay pavement to restore structural capacity, skid resistance, proper drainage, and ride quality to the pavement on existing City arterial streets.

The need for the repairs is immediate and staff will be providing a change order to the 2010 Overlay Program Phase 1 project to proceed as soon as possible.  We would like to begin this work in the next few weeks.

 

Program Funding.  The pavement maintenance program is funded from several sources including the general fund, gas tax funds, sales tax and sales tax reserve, and capital improvement reserve accounts.  

 

Action Request.  Approve revisions to the 2010 Comprehensive Street Maintenance Program to include reprioritization of the $850,000 previously approved for Kasold Dr (W 5th Ter to Peterson Rd) for arterial street rehabilitation maintenance.
