Aviation Advisory Board Minutes

January 11, 2010

STAFF PRESENT:	Chuck Soules, Sandy Day, Scott McCullough, Steve Bennet
PUBLIC PRESENT:	Lloyd Hetrick – FBO, Tim Herndon – Land Plan, Ron Renz - Gutworks,  Greg Roy -  Westar, Max F. Garcia – Westar, Nancy Thellman – County Commission, Ellen Paulsen, Julie Trowbridge-Alford, Eileen Larson, John Naramore, Jerry Stewart & Lewis A. Phillips

Richard Haig called the meeting to order at 6:38 p.m.

1. Review and approval of November 16, 2009 meeting minutes

The November 16, 2009 Board Meeting minutes were reviewed.  Tom Kern moved and Theresa Gordzica seconded the motion to approve the minutes.  Motion passed by a vote of 5-0.

2. Airport Manager’s Report

Chuck Soules updated the Board concerning the items in the attached Airport Manager’s Report

a. Midland Junction Sand Facility – Chuck Soules, Public Works Director, briefly described the project and provided the board with a synopsis of discussions with the FAA and relevant documentation.  Mr. Tim Herndon, Land Plan Project Manager, gave an excellent overview of the project.  Public comment:  Julie Trowbridge-Alford commented that moving bodies of water like rivers and streams pose different waterfowl attractiveness than static bodies like lakes and ponds.  Ron Renz expressed safety concerns about the project.  Richard Haig gave a brief synopsis of the FAA discussions he attended with City Staff.  He expressed his primary concern was FAA safety.  Other concerns were the potential for increased City financial liability and the potential loss of FAA funding.  He moved and Theresa seconded a motion that the Lawrence Aviation Advisory Board recommends to the Lawrence City Commission and Lawrence - Douglas County Planning Commission that the Midland Junction Sand Facility request be denied.  Motion passed 4-1.

3. FBO Report

Lloyd Hetrick advised the Board of snow removal challenges for the airport.

4. Miscellaneous

The meeting was adjourned at approximately 8:09 p.m.
