Background
The “KLINK” Resurfacing program of the Kansas Department of Transportation is intended to improve roadway surface conditions of the City Connecting links of the State Highway System (K-10, Hwy-59 and Hwy 40). Scope of work would include various surface treatment methods or measures, e.g. patching, joint repair, mill and overlay etc. Major reconstruction or geometric improvement measures are not eligible for KLINK funding.
Over the years, the City of Lawrence has successfully secured funding through this program for resurfacing projects of the city connecting links (K-10, Hwy-59 and Hwy-40). Following is a list of recently completed KLINK projects.
- In 2007, two sections of Iowa Street ( 23rd Street to Irving Hill Road overpass, Yale Road to 6th Street) received mill and overlay under the KLINK program. |

- In 2008, mill and overlay of Iowa street ( 23rd Street to 31st Street) was also partially funded through the KLINK program. |

- In 2009, mill and overlay of 23rd Street (from Ousdahl to Barker) was completed under the KLINK program. |
Current Status - 2010 KLINK Project (Fiscal Year 2011)
2010 KLINK project, consisting of mill and overlay of 23rd Street (from Haskell to east city limit) was scheduled for Bid Letting in July of 2010, the beginning of the 2011 State Fiscal Year. Due to the increasingly deteriorating conditions of our streets, city staff requested KDOT for an earlier Bid Letting of this project. As a result of the continuous and persistent effort by city staff, KDOT has agreed to revise the schedule of this project. According to the revised schedule, this project will be let in April of 2010 with construction to begin immediately following the end of the Spring semester at KU. Tentative date to begin construction is May 31, 2010 with anticipated completion in mid July of 2010. City staff is currently working diligently to finish up the Construction Plans and Specifications. Construction Plans will have to be reviewed and approved by KDOT before we can proceed with the Bid Letting. Traffic will be maintained through the construction site.
