23rd Street, Access Management Improvements

Orscheln Farm on 23rd Street near Harper street

 

Project History

In April 2004 the city was awarded an Economic Development Grant from KDOT for consolidation of access points along 23rd Street from Iowa to Louisiana.  The total project cost was estimated at $936,000.  According to the city-state agreement, KDOT would pay 75% of actual construction costs up to a maximum of $500,000 while City costs would include engineering, right-of-way, utilities and 25% of construction costs.

 

The original project plan was to consolidate access points at some thirty different locations. Due to lack of participation by business/property owners, the original project has been re-organized into a group of small projects involving access consolidations only at a single location. Four such projects have been completed so far.

  1. Long John Silver’s restaurant
  2. CVS Pharmacy/El Mezcal,
  3. University Bookstore/O’Reilly Auto Parts (now GTM Sportswear)
  4. Bryant Collision Repair.

 

Project Details

The current project includes access consolidation at the new Orscheln store on 23rd Street near Harper Street, construction of a right turn lane, relocation of water line and installing new sidewalks along this property. The access consolidation plan consists of closure of the entrance to the existing Orscheln store, and re-construction of the other two driveways located near the east and west property lines. RD Johnson Excavating of Lawrence has been hired as the general contractor for this project. Waterline relocation has already begun. Project inspection is being performed by the inspectors from Public Works and Utilities departments.

 

All improvements on the site have been approved by the Planning Director. All public improvements within the street right of way have been reviewed and approved by appropriate KDOT and city staff. City staff coordinated all utility relocations needed in this project.

 

 

 

 

Project Funding

The total cost of the four completed projects was $144,415.00, of which $108,311.00 was paid by KDOT and city match was $36,104.00

 

Estimated Cost of the improvements at the Orscheln site: $116,524.00

KDOT participation:

$25,000.00 (capped)

City participation:

$5,000.00 (capped)

Total city/state participation:

$30,000.00 (capped)

Balance will be paid by the property owner.

 

All project costs will be paid upfront by the property owner. After the completion of the project, City and KDOT will reimburse the property owner a total sum of $30,000.00. A supplemental (outlining the cost sharing agreement between the city and the state for the Orscheln project) to the original city-state agreement for the 23rd street access management project will be executed at a later date.
