Project Description

The Department of Utilities Rate Plan and Capital Improvement Program budgets a yearly fund for the replacement of existing watermains within the distribution system. The budget includes $1,216,700.00 in 2008; $1,265,300.00 in 2009; and $1,315,900.00 in 2010. The program is used to address the replacement of watermains due to pipe age, reliability, water quality and capacity issues. The previous three years, 2005 – 2007, the program targeted the replacement of the over 100 year old watermains along Massachusetts Street, generally from 6th Street to North Park Street. Department staff also self performed several smaller watermain replacements during this period.

 

Department of Utilities staff continuously evaluates the condition of the water distribution system based on mainbreaks, pipe material and age, capacity and fire protection needs. Based on these criteria, along with the criticality of the watermain within the system and the number of services affected, watermains are targeted for replacement.

 

Project History

Per the City Commission’s authorizations between August of 2008 and December of 2009 Staff advertised an RFP for Engineering Services; negotiated and executed an engineering services agreement for preliminary design services and executed; completed a preliminary design report on nine (9) potential watermain replacement projects totaling 19,025 linear feet of watermain; negotiated and executed a supplemental agreement for design and construction phase engineering services for Phase I; and completed plans and specifications and bid the Phase I project along Iowa, University, Orchard, Yale and Westdale Streets. Construction of Phase I has been awarded to RD Johnson Excavating and a preconstruction meeting is scheduled for Tuesday February 9, 2009.

 

Project Status/ Details

Staff are recommending initiating the design of Phase II of the project which includes the following :

 

Replacement of the existing watermains along 9th Street from Vermont Street to Tennessee Street and along Tennessee Street across the 9th Street right-of-way (see attached exhibit). The existing watermain along 9th Street is 1916 12” diameter cast iron, the existing watermain along Tennessee is 1912 12” cast iron and 1886 14” cast iron. This project was approximately 40% designed by BG Consultants during the 2005 – 2007 Massachusetts Street watermain replacement projects. These existing plans will be finalized for the current project design.

 

Replacement of the existing watermains along Kentucky Street from 12th Street to 19th Street (see attached exhibit). The existing watermain along Kentucky Street is 1886, 1916 & 1922 10” & 12” cast iron. The watermains at several of the cross streets along this stretch of Kentucky also date back to the late 1800’s early 1900’s. These will also be addressed during this project.

 

During the preliminary design phase the total project costs were estimated at $270,000.00 for 9th Street and $1,087,660.00 for Kentucky Street.

 

The replacement of these sections of 94 to 124 year old watermain represent the replacement of approximately 25% of the remaining watermains 8” in diameter or larger and older than 1922. Both watermains are located within the limits of proposed Public Works street reconstruction or mill and overlay projects.

 

Project Funding

The yearly program has been included in the Department of Utilities proposed Capital Improvement Projects and Rate Plans. The design of the project will be funded with proceeds from the 2009 Utility Department bonded construction fund as authorized by Resolution 6839. Additional funds for construction of Phase II are proposed in the 2010 bonded Capital Improvements Program.
