Project Description.  This crack and joint sealing project includes a number of City streets that include residential, collector, and arterial streets.  Streets to receive crack sealing are determined to be in generally good condition.  Crack sealing is a preventative maintenance technique applied to cracks and joints to prevent the intrusion of moisture into the subgrade and to slow pavement deterioration.  Over time, water infiltration through cracks and joints will lead to subgrade destabilization and additional pavement distresses.  Those street locations that are deteriorated beyond the recommended condition for crack sealing will be included in future microsurfacing or milling and overlay programs.

 

Project History.  The city’s annual pavement maintenance program was reviewed and approved by City Commission on December 1, 2009.  Of the various program projects, the 2010 Microsurfacing Program was bid on February 2, 2010, Kasold St - 6th to Peterson - Sales Tax Program Rehabilitation Project, 2010 Overlay Program Phases 1 and 2, and the KLINK Overlay of E 23rd St from Haskell Ave to east City Limits are also planned for this construction season as presented at the December 1, 2009 City Commission Meeting.

 

Project Details.  The project includes the sealing of all cracks and joints on existing city streets (see attached location maps).

 

Project Funding.  The pavement maintenance program is funded from several sources including the general fund, gas tax funds, sales tax and sales tax reserve, and capital improvement reserve accounts.  This contract was included in the 2010 Pavement Maintenance Program for crack sealing to be paid from the general and gas tax funding sources.

 

Action Request.  Approve bid from Surface Protection Services, LLC for the 2010 Crack Seal Program - Project No. PW1003 in the amount of $248,000.00 provided the contractor can meet the terms established in the contract documents.  Please note that Surface Protection Services has not bid on or performed work in the City of Lawrence.  Public Works staff has reviewed the contractor’s qualifications and contacted other Kansas communities referenced in their bid submittal.
