                   January 19, 2010 Consent Agenda Item – Set Bid Date of February 2, 2010

Please include the following item on the City Commission consent agenda for consideration at the January 19, 2010 meeting:

Project Description.  The microsurfacing project includes a number of City streets in north Lawrence, a neighborhood southeast of 19^th & Haskell, the Library parking lot (City Lot No.13) between Vermont & Kentucky, and New Hampshire from 8^th to 9^th.  Streets to receive microsurfacing are determined to be in generally good condition.  Those that are deteriorated beyond the recommended condition for microsurfacing will be included in future milling and overlay programs.

Project History.  The city’s annual pavement maintenance program was reviewed and approved by City Commission on December 1, 2009.  Of the various program projects, the 2010 Microsurfacing Program, Kasold St - 6^th to Peterson - Sales Tax Program Rehabilitation Project, 2010 Overlay Program Phases 1 and 2, and the KLINK Overlay of E 23^rd St from Haskell Ave to east City Limits are also planned for this construction season as presented at the December 1, 2009 City Commission Meeting.

Project Details.  The project includes various surface and full depth patching of deteriorated areas on City streets followed by the microsurfacing of the entire pavement surface and the reestablishment of pavement markings (see attached location map).

Project Funding.  The pavement maintenance program is funded from several sources including the general fund, gas tax funds, sales tax and sales tax reserve, and capital improvement reserve accounts.  This contract was included in the 2010 Pavement Maintenance Program for microsurfacing to be paid from the general fund.  It is the recommendation of Public Work’s staff that the asphalt indexing based on the increases/decreases in asphalt oil pricing be excluded from this specific project.  The contract bid unit price per ton of asphalt will not be adjusted based on these fluctuations.

Action Request.  Set Bid Date of February 2, 2010 for the 2010 Microsurfacing Program - Project No. PW1004.
