Engineering RFP – Public Library HVAC
This is a capital improvement project that was awarded ARRA stimulus funds in 2009 for the upgrade of the HVAC system at the Lawrence public library under the Energy Efficiency Conservation Block Grant program.
Project History. The Lawrence public library has made significant strides over the last three years in reducing its energy consumption. Despite this decline, staff believes there are additional opportunities to reduce consumption through upgrades to the existing HVAC systems. The library’s HVAC system consists of five roof top units with one chiller and various controls. Three of the HVAC units have recently been replaced. The two units that have not been upgraded were installed in 1971. These two units have a Seasonal Energy Efficiency Ratio (SEER) of 8. The replacement units have a higher efficiency rating of 14 SEER each. This could result in an energy cost savings for 20 – 30 % per unit each year and an overall potential reduction of 3 -5 % per year overall for the library.
Project Scope. This project will be effort driven and will include the engineering and design for the installation of new HVAC systems designed to provide efficient and reliable service while maintaining the temperature in the Library. The proposals shall provide three options:
Also included shall be an option for two additional one year maintenance agreements for a total of three years and individual energy monitoring for each piece of equipment installed. A quarterly report of the energy usage will be required for a minimum of 3 years to comply with EECBG reporting requirements.
Project Funding. The budget for this project is $550,000, funded through the EECBG program grant. All current Federal guidelines are required to be followed to assure compliance with the Federal Government requirements. Compliance with Davis Bacon wages rates is a requirement and proposed wage rates must be included with submittal.
Action Request. Authorize staff to distribute the RFP with a submission due date of date of February 10th 2010.
