On December 15, 2009 the City of Lawrence opened proposals for the following:

Project DetailsThe project will include the brick restoration of New York Street from 9th Street south to 12th Street.  The street is currently a brick street with asphalt overlay.  The pavement will be removed; the bricks will be cleaned to remove the asphalt, and salvaged.  The new pavement section will include a flyash treated subgrade, 7” asphalt base, 1” of sand and brick surface course.  Included with this project is reconstruction of intersections on New York Street at 9th, 10th, 11th and 12th St.

 

Due to the large difference between the low bid and the grant amount ($946,827.75), staff is working with KDOT to further enhance the project.  It is unlikely to expand the project into reconstructing additional streets but possibly reconstructing the brick sidewalks and stone curb in the project area. 

 

It should be noted that the condition of the existing brick to be reused as permanent surface brick is still relatively unknown. We estimate that salvaging roughly half of the existing two layers of brick will be adequate to reconstruct New York Street; however, it is possible that additional brick will need to be purchased, which may increase the project cost. 

 

Project Schedule:  Construction is anticipated to begin in March shortly after the contract is signed.   The contract has a schedule of 120 working days. 

 

Project Funding: This is an ARRA (American Recovery and Reinvestment Act) funded project. The project is a reimbursable grant paid up front by the city and reimbursed 100% by KDOT with no city funds up to the award amount of $946,827.75.    The City will be reimbursed for all construction engineering services. 

 

Action Request:  Approve bid from R.D. Johnson for Project PW0913, New York Street – Brick Street Reconstruction in the amount of $576,842.00 contingent on KDOT approval and provided the contractor can meet the terms established in the contract documents.
