Project DetailsThe project consists of a 10 ft wide concrete path for pedestrian and bicyclists extending along the south side of Clinton Parkway from Inverness to K-10 and along the north side of Clinton Parkway from K-10 to Lake Pointe Drive.  The concrete path will replace the existing 8 foot wide asphalt sidewalk, constructed in 1970, which is severely cracked and broken.  Two additional sections were bid as alternates: north side of Clinton Parkway from Hartford to Inverness (Alternate A) and the north side of Clinton Parkway from Kasold to Lawrence Avenue (Alternate B).  Per KDOT’s direction and contract specifications, the contract must be awarded to the low base bid.

 

Project Schedule:  Construction is anticipated to begin in March shortly after the contract is signed.   The base bid has a schedule of 60 working days.  Each alternate has an additional 15 working days for a potential total of 90 working days.

 

Project Funding: This is an ARRA (American Recovery and Reimbursement Act) funded project. The project is a reimbursable grant, paid up front by the city and reimbursed 100% by KDOT with no city funds, up to the grant amount of $800,750.00.  All costs exceeding the award amount will be paid from the City’s Capital Improvement Reserve Fund (approximately $68,000).  The project cost does not include the cost of engineering design or construction engineering services which will be performed by City staff.  Given the favorable construction bids and the need for repair of this existing City facility, staff recommends the use of reserve funds to maximize federal financial participation in the project. 

 

Action Request:  Approve low base bid and award both alternates to R.D. Johnson for Project PW0914, Clinton Parkway Shared Use Paths, in the amount of $868,183.70 , including $68,000 in City reserve funds, contingent on KDOT approval and provided the contractor can meet the terms established in the contract documents.
