RE:	Panhandling and Solicitation of Donations

Attached, please find the following information related to panhandling and the solicitation of donations:

1. Ordinance 8362 with accompanying memorandum.  This ordinance, originally considered last year, modifies our existing Aggressive Panhandling ordinance to illegalize panhandling throughout the City of Lawrence during nighttime hours and in the downtown area at all hours.

2. Ordinance 8477 with accompanying memorandum.  This ordinance establishes a licensing scheme for the solicitation of donations on public property.

3. A memorandum reviewing our existing street crime ordinances.

4. A memorandum detailing the approaches that other cities have taken to panhandling and the solicitation of donations.
