Santa Fe Station (BNSF Depot) Phase 1 Architectural Report from Hernly Associates

 

Please place the following item on the December 8, 2009 City Commission agenda:

 

Accept the report from Hernly Associates regarding the Santa Fe Station (BNSF Depot)

 

Background:

At its meeting on September 8, 2009, the City Commission authorized an agreement with Hernly Associates to complete a Phase 1 report on the Santa Fe Station (BNSF Depot) located on east 7th Street.  Over the past few months, a Steering Committee was assembled to assist the effort and be a sounding board for the architect’s team.  A public project workshop was held on September 27, 2009 to gain input from the public and the neighborhood regarding the future of the station.  Another public meeting was held in October for the public to provide input on the project.  Additionally, the Steering Committee has met on several occasions with the team to provide input and suggestions for the report.

 

Next Steps:

Due to the projected total cost to preserve the building, estimated at $1.354 million, preservation of the structure will likely need to occur in phases.  Staff has begun work on a 2010 Transportation Enhancement Grant Application.  The applications are due at the end of December and the application will come back before the City Commission for authorization prior to submittal.  Staff is suggesting a possible application in the amount of $583,411.  This would take care of the highest priority and most pressing concerns- the roof, HVAC systems, fire suppression, sidewalks and restroom accessibility upgrades.   The minimum match required for a TE grant is 20%, which is $117,000.  In order to build in the sustainability aspect into the project, the proposed HVAC system is a geothermal system, which has a higher up front cost, but a greatly reduced operating cost and minimized impact on the historic structure.  Grants are scheduled for award by the summer of 2010.  The grant program is subject to Congress authorizing a new federal comprehensive highway program, and the including of the transportation enhancement program within the comprehensive program. 

 

Requested Action:

Receive the Hernly Associates report and provide any direction to staff regarding a TE grant application for 2010, as appropriate.
